The Consultant shall develop the City’s LRSP using State project funding requirements, particularly, the State of California Highway Safety Improvement Program (HSIP) requirements. The LRSP should be structured so that it can be intermittently reviewed and updated to reflect changing local needs and priorities. The LRSP should include location-specific engineering recommendations with estimates and cut sheets that are readily translated into shovel ready projects.
